Do not invent a universal annual certificate rule
The duty and inspection interval depend on the premises, use and equipment
Businesses and people in control of workplaces must keep applicable gas systems and work equipment safe. GOV.UK says a tenant renting business premises must maintain gas equipment in line with manufacturer instructions, which could mean an annual inspection.
HSE says hospitality and catering inspection periods may vary with the equipment and use, with annual inspection a reasonable general minimum. Regulation 36 annual landlord duties relate to relevant rented or guest accommodation and do not automatically apply to equipment used exclusively in a non-residential area.

Check the business on the official Gas Safe Register and verify the identity, card expiry and licence number of the engineer attending.
Natural gas, LPG or both
LPG competence is separate from natural-gas work. A commercial LPG enquiry must identify cylinders or tank, regulators, pressure and appliances.
Plant, catering, mobile or other
Domestic competence alone does not establish commercial boiler, catering, mobile catering, LPG, testing, commissioning or pipework competence.
Match everything in the scope

Commercial LPG needs its whole supply path declared

HSE explains that commercial LPG service pipework is often owned by the premises owner rather than the LPG supplier. It must be regularly inspected and maintained, with the interval set by a competent person from condition, history and risk.
Send the supply contract, tank or cylinder arrangement, regulator stages, known pipe route and pressure, emergency control and every building or appliance served. A certificate for one appliance should not be assumed to cover the external LPG installation.

An inspection records the accessible condition and test results within the agreed scope. It may identify missing records, unsuitable equipment, unsafe conditions, limited access or further investigation that prevents the requested paperwork being completed.
Servicing follows the manufacturer's work schedule. Fault diagnosis and repairs may require parts, shutdown approval or return attendance. Commissioning, tightness testing, purging, alterations and installation work must be stated before competence and time can be matched.
The written quotation should identify appliances, supply, pipework boundaries, checks, record type, exclusions, access, attendance window, travel, labour, parts and the treatment of remedial or return work.
