What is an electrical safety certificate?
“Electrical safety certificate” is a common name for an Electrical Installation Condition Report (EICR). It records the findings from inspection and testing of the fixed wiring, consumer unit and related electrical equipment.
The completed report identifies the installation and the agreed extent of the inspection, records test results and observations, states any limitations, gives an overall outcome and recommends the next inspection date.

Which electrical document do you need?
- Electrical Installation Condition Report (EICR)
- For a rental check, a house purchase or concerns about ageing wiring, ask about an EICR. Share any earlier report when you enquire.
- Electrical Installation Certificate (EIC)
- For a rewire, a new circuit or a replacement consumer unit, the completed work should come with an EIC. This certifies the installation work described on it.
- Minor Electrical Installation Works Certificate
- For a small change to an existing circuit, such as adding a socket, a Minor Works Certificate may be appropriate. It does not cover a new circuit or a consumer unit replacement.
- Appliance inspection and testing record (PAT)
- For electrical appliances such as a kettle or vacuum cleaner, use our PAT testing service. Appliance checks are separate from inspecting the fixed wiring.
Missing paperwork for earlier electrical work? Ask the installer for the original certificate before booking another inspection. An EICR assesses the installation’s condition; it cannot replace the certificate for that work.

Each additional circuit costs from £12.60 including VAT. The number of bedrooms alone does not tell us how many circuits need testing.
A second consumer unit, an outbuilding supply or a communal installation can change the work involved. Include these details when requesting your quote.
The inspection price does not include repairs, parts or further investigation. If the report identifies work that is needed, we can provide a separate quotation.
Example: a three-bedroom home with eight circuits
At the starting rates, an inspection of one board with eight circuits would cost £162 plus three additional circuits at £12.60 each: £199.80 including VAT. This example covers the inspection, testing and complete EICR. Extra boards, investigation and repairs would need a separate quote.

What the electrician checks
The exact extent depends on the installation, safe access and any agreed limitations. An EICR normally considers the condition and safety of the fixed electrical system.
Consumer units
Condition, protective devices, circuit identification and signs of damage, overheating or unsuitable alterations.
Circuits and wiring
Testing and inspection for deterioration, overloading, defects and electrical shock or fire risks.
Earthing and bonding
Checks on the protective arrangements intended to reduce the risk of electric shock.
RCD protection
Whether residual-current protection is present where required and operates within the tested parameters.
Fixed accessories
Representative inspection of socket-outlets, switches, light fittings and permanently connected equipment.
Report and observations
The installation outcome, classification codes, limitations, recommended actions and next inspection date.

England landlord guide
Rented homes must be inspected at least every five years
Current GOV.UK guidance says landlords of qualifying private and social rented homes in England must have the electrical installation inspected and tested by a qualified person at least every five years, or sooner if the previous report requires it. They must obtain the report and provide copies to tenants and the local council within the applicable timescales.
The 2025 changes extended the duties to the social rented sector. Transitional arrangements apply to some older social tenancies, so social landlords should check the current timetable and any existing valid evidence.

What to expect from your EICR inspection
A little preparation helps the visit run smoothly. Arrange access, plan for power interruptions and allow time for the report after the inspection.
How long will the inspection take?
The time needed depends on the installation, number of circuits and access for testing. Ask for an estimate when booking so you can plan around the visit. Share any previous EICR and tell us about known faults or changes to the electrics.
Prepare access to the property
Arrange keys and access to the rooms and outbuildings included in the inspection. Keep the consumer unit, sockets and fixed electrical equipment accessible. For rented homes, agree access with your tenant before the appointment.
Plan for the power to be switched off
Testing requires parts of the installation to be switched off. This can interrupt lighting, heating, internet access and home working. Tell us in advance about equipment that must remain powered so the electrician can assess the arrangements needed.
Inspection and testing on the day
The electrician checks the agreed installation visually and carries out electrical tests. Any restrictions on access or testing must be recorded in the report, so mention locked rooms or equipment that cannot be switched off before the visit.
Receive your EICR
Once the inspection is complete and payment has been received, we issue your EICR within 2–3 working days. Keep the report with your property records and check its findings and recommended date for the next inspection.
Review any work needed
If the report identifies a problem, ask what action is needed and how urgently. Further investigation, repairs, parts and return visits are quoted separately unless your written quotation includes them. Agree the work and cost before it goes ahead.
Understanding the outcome
What the main EICR codes mean
A C1 or C2 observation makes an EICR unsatisfactory. A C3 recommendation alone does not. Check each observation for the action needed, even when the overall result is satisfactory.
Danger present
There is an immediate risk of injury. Follow the electrician’s advice to make the danger safe straight away; do not wait for the full report.
Potentially dangerous
Urgent remedial action is needed. Follow the electrician’s advice and the deadline in the report.
Further investigation
More information is needed to assess a concern. Ask what needs investigating and arrange it promptly, following the report’s recommendations and any stated deadline.
Improvement recommended
Improvement is advised, but C3 alone does not make the report unsatisfactory.
Remedial work and records for landlords in England
For rented homes covered by England’s electrical safety regulations, any remedial or investigative work identified as necessary must be completed within 28 days, or sooner if the report gives a shorter deadline.
Within 28 days of completing that work, give the tenant and local council the report and written confirmation from the qualified person who carried out the work. Keep these records with the original EICR.
