What is an Energy Performance Certificate?

An EPC is the official record of a property’s assessed energy efficiency. It gives the home a rating from A, the most efficient, to G, the least efficient, and includes information about energy use, likely costs and measures that could improve performance.

The EPC is produced using an approved assessment method and lodged on the government register by an accredited energy assessor. It is not a structural survey, a valuation, a gas safety record or an electrical inspection, and it cannot guarantee how much a particular household will spend on energy.

The certificate makes a property’s modelled energy performance easier to compare. The rating is based on standardised assumptions, so it will not mirror every household’s actual energy bills or behaviour.

When an EPC is normally needed

GOV.UK says an EPC is normally required when a property is sold, rented out or newly built. A seller or landlord should arrange a certificate before marketing if the property has no valid EPC, subject to the relevant rules and exemptions.

Selling

Prospective buyers must be able to see the valid energy rating and receive the EPC.

Renting out

Landlords and agents need the EPC route addressed before marketing a covered property.

New construction

A new property requires the appropriate on-construction assessment and certificate route.

Valid for 10 years

The existing EPC can generally be reused during its validity unless a newer certificate is produced.

Some buildings or transactions may be exempt. Listed status does not automatically remove every EPC duty; the specific rules and proposed improvement effects matter. Scotland and Northern Ireland have separate regulatory arrangements, so this page’s legal summary should not be applied outside England and Wales.

The EPC assessment looks at the building, not your lifestyle

The assessor gathers the information required by the approved methodology. Exact inputs depend on the property, but the visit normally involves relevant measurements, construction details and energy-related systems.

The assessment is non-destructive. The assessor records what can be seen and what can be supported by acceptable evidence. They do not open walls or floors to prove hidden insulation and they do not perform a gas, electrical or structural safety test.

Good access and reliable documents reduce avoidable assumptions. If a feature is concealed and there is no acceptable evidence, the assessor may have to use the approved convention for that situation rather than the specification you believe is present.

Do not arrange invasive work purely for the assessment. Ask which documents or photographs are likely to be useful before altering anything.

Private rented property

Landlords should check both EPC and current MEES duties

For domestic privately rented property in England and Wales covered by the current Minimum Energy Efficiency Standard, the present minimum is generally EPC band E unless a valid exemption applies. The tenancy type, legal EPC requirement, recommended improvements and exemption evidence all matter.

Policy proposals about higher future bands are not the same as enacted law. Use the current GOV.UK landlord guidance and obtain professional advice where the property, tenancy or exemption position is unclear.
